Swiss-Polish Cooperation Programme is a form of non-returnable foreign aid granted to Poland and 9 other countries which joined the European Union on 1st May 2004. Under the international agreements concluded on 20th December 2007 in Bern, Switzerland has made available CHF 1 billion in total. The contribution to Poland amounts to CHF 489,02 million, which constitutes almost half of the total allocation.
The aim of the Swiss-Polish Cooperation is to contribute to the reduction of economic and social disparities between Poland and the more advanced EU countries and to contribute within Poland to the reduction of economic and social disparities between the dynamic urban centers and the structurally weak peripheral regions. At least 40 per cent of the contribution will be spent in the four south-eastern provinces: lubelskie, małopolskie, podkarpackie, and świętokrzyskie.
The most resources have been allocated for the environment and infrastructure as well as biodiversity measures. Swiss Polish Cooperation Programme supports also regional development initiatives in peripheral or disadvantaged regions and projects contributing to the protection of eastern EU borders. Moreover, Swiss Fund supports the improvement of the institutional business environment and access to finance for Small and Medium Sized Enterprises and export oriented Polish SMEs. Joint research projects and exchange programmes will be also a subject of support. Besides, Swiss funds will be used to promote prevention and health education programmes and to enhance health care and social services for the elderly and the handicapped persons. In the framework of so-called Block Grant, Swiss Fund will support also Non-Governmental Organisations and Polish Swiss Regional Partnership Projects.
