Focus areas:

1) Regional development initiatives in peripheral or disadvantaged regions in the four south-eastern provinces


Open call for proposals lasted from 1 of October to 23 December 2008. Call for proposals was conducted in the four south-eastern provinces: lubelskie, małopolskie, podkarpackie, and świętokrzyskie. 37 project outlines were submitted.

Implementation

List of projects:

  • KIK/06 Regional development initiatives in Poviats: Gorlicki and Nowosądecki;
  • KIK/07 THE ALPS FOR THE CARPATHIANS: a programme whose objective is to free the economic potential of the mountain   areas of Podkarpacie by transferring Swiss practices;
  • KIK/08 The Świętokrzyskie Mountains our future;
  • KIK/09 Malopolska Local Product – developing local enterprises and agricultural processing using a partnership approach to economic education and a regional system for marketing Malopolska products;
  • KIK/10 Comprehensive Development Programme "Ourselves to Ourselves" in "Dolina Strugu" micro-region;
  • KIK/11 Local brand as a chance of entrepreneurship development on the Knights' Trail in Lublin Region;
  • KIK/12 Alpine - Carpathian Cooperation Bridge;
  • KIK/13 From a vision - to modern managment of the Gothania subregion;
  • KIK/14 ‘The Carp Valley – a chance for the future’. The Cooperation Programme of Socio - Economic Activation and Entrepreneurship Promotion implemented through the use of complementary instruments stimulating the regional labour market, the strengthening;
  • KIK/15 EUROchance for the Lubelskie Voivodship- the creation of a social consensus for the sustainable development of the sub-region in cultural landscape of the tourist triangle of Nałęczów- Puławy- Kazimierz Dolny.

Open call for proposals within this focus area lasted from 1 October to 23 December 2008. Call for proposals was conducted in the four south-eastern provinces: lubelskie, małopolskie, podkarpackie, and świętokrzyskie. 39 project outlines were submitted and out of them 10 above mentioned projects were awarded grants.

The total allocation under this thematic area is CHF 47 699 602 (as of 2012).
Under this thematic area the binding values of programmes are:

  • minimum value of the programme - CHF 5 million
  • maximum value of the programme - CHF 10 million

Projects included in a given programme concern the following eligible activities:

Development of the local entrepreneurship and agricultural processing for development of non-agricultural sources of income in rural areas.

The aforementioned type of project could include activities concerning:

  • employment support in small and medium-sized manufacturing enterprises
  • support for processing of environmental food and edible forestry products, in accordance with the sustainable development principle in social and environmental aspect as well as ecological efficiency,
  • grant for objects starting business activity in rural areas
  • trainings for micro- as well as small and medium-sized enterprises on business management and creation of business development strategies, supported with study visits.

Development of human resources, in particular related to youth and persons from agricultural areas that may be subject to social exclusion, including modern forms of vocational and continuous training.

The aforementioned type of project could include activities concerning:

  • consultancy on choosing new profession and obtaining new professional qualifications
  • trainings and courses aimed at raising skills connected with new non-agricultural profession, in particular business trainings for young people on entrepreneurship - starting own business
  • promotion of continuous education in rural areas through Internet
  • subsidizing workplaces in small and medium-sized enterprises for employees from former agricultural sector
  • study visits and traineeships.

Development of networks, partnerships, social capital – support for non-governmental institutions and organizations engaging in rural development.

The aforementioned type of project could include activities concerning:

  • informational, training and promotional measures connected with stimulation of participation of inhabitants and organizations active in rural areas in planning rural areas development strategy
  • support for joint initiatives of local partners promoting modern forms of agricultural management
  • promotion of partnerships between the public and non-governmental sector aimed at implementing public tasks in the agricultural sector
  • support for local initiatives promoting the region, in particular its products, services, culture and art
  • study visits in countries in which such partnerships exist

It was allowed to join activities within a given type of projects and various types of projects in one programme.

Potential Executing Agencies were:

  • local government bodies or their organisational units
  • unions, agreements and associations of local government bodies
  • euro-regions;
  • agricultural consultancy centres
  • agricultural market agencies
  • regional development agencies
  • Non-governmental organisations.

Contribution level:

a) contribution up to 60 % of the total eligible costs of the Programme, except for situations indicated in clause b) and c);
b) contribution up to 85% of the total eligible costs of the Programme if 15% or more of the total eligible costs will receive financing from budgets of national, regional and local public administration authorities;
c) contribution up to 90% may be received by Programmes building institutional capacities, Programmes implemented by non-governmental organisations taking into consideration provisions on granting state aid.

Implementation 

List of projects:

  • KIK/02 Construction of the epidemiological filter within facilities of the Office for Foreigners Centre in Biała Podlaska;
  • KIK/03 Preparation of Customs Service mobile groups to perform rapid reaction and crisis management duties;
  • KIK/04 On the Borderline of Terrorism - the Emergency Response Training;
  • KIK/20 Contribution to the improvement of the capacity and the control of the train border crossing in Siemianówka;
  • KIK/74 Contribution to the improvement of the capacity and the control of the road border crossing in Połowce;
  • KIK/75 Increasing the effectiveness of migration management in Poland;
  • KIK/76 Safety in road traffic.

 The total allocation under this thematic area is CHF 32 million (as of 2012).
7 abovementioned projects were awarded grants.

Under this thematic area the binding values of projects were:

  • minimum value of the programme - CHF 1 000 000
  • maximum value of the programme - none

Project implementation scheme
Owing to a specificity of projects related to the national security in the given focus area, the project were identified by Ministry of Internal Affairs and Administration. The above mentioned projects underwent the formal and content- related appraisal carried out by Intermediate Bodies, National Co-ordination Unit and donor side. Final decision on the grant award was taken by the donor side institutions.

Types of eligible projects:
It was allowed to join measures within a given type of projects.

Strengthening the efficiency and effectiveness of border check points by measures concerning:

  • providing services with dedicated equipment
  • modernization of border check points on Polish – Ukrainian border
  • emergency response
