Open call for proposals within this focus area lasted from 1st of October to 23nd of December 2008. Call for proposals was conducted in the four south-eastern provinces: lubelskie, małopolskie, podkarpackie, and świętokrzyskie. 39 project outlines were submitted.
The total allocation under this thematic area is CHF 50 million.
Under this thematic area the binding values of programmes are:
Projects included in a given programme will concern the following eligible activities:
Development of the local entrepreneurship and agricultural processing for development of non-agricultural sources of income in rural areas.
The aforementioned type of project may include activities concerning:
-
employment support in small and medium-sized manufacturing enterprises
-
support for processing of environmental food and edible forestry products, in accordance with the sustainable development principle in social and environmental aspect as well as ecological efficiency,
-
grant for objects starting business activity in rural areas
-
trainings for micro- as well as small and medium-sized enterprises on business management and creation of business development strategies, supported with study visits.
Development of human resources, in particular related to youth and persons from agricultural areas that may be subject to social exclusion, including modern forms of vocational and continuous training.
The aforementioned type of project may include activities concerning:

consultancy on choosing new profession and obtaining new professional qualifications
-
trainings and courses aimed at raising skills connected with new non-agricultural profession, in particular business trainings for young people on entrepreneurship - starting own business
-
promotion of continuous education in rural areas through Internet
-
subsidizing workplaces in small and medium-sized enterprises for employees from former agricultural sector
-
study visits and traineeships.
Development of networks, partnerships, social capital – support for non-governmental institutions and organizations engaging in rural development.
The aforementioned type of project may include activities concerning:
-
informational, training and promotional measures connected with stimulation of participation of inhabitants and organizations active in rural areas in planning rural areas development strategy
-
support for joint initiatives of local partners promoting modern forms of agricultural management
-
promotion of partnerships between the public and non-governmental sector aimed at implementing public tasks in the agricultural sector
-
support for local initiatives promoting the region, in particular its products, services, culture and art
-
study visits in countries in which such partnerships exist
It is allowed to join activities within a given type of projects and various types of projects in one programme.
Potential Executing Agencies are:
-
local government bodies or their organisational units
-
unions, agreements and associations of local government bodies
-
euro-regions;
-
agricultural consultancy centres
-
agricultural market agencies
-
regional development agencies
-
Non-governmental organisations.
Contribution level:
a) contribution up to 60 % of the total eligible costs of the Programme, except for situations indicated in clause b) and c);
b) contribution up to 85% of the total eligible costs of the Programme if 15% or more of the total eligible costs will receive financing from budgets of national, regional and local public administration authorities;
c) contribution up to 90% may be received by Programmes building institutional capacities, Programmes implemented by non-governmental organisations taking into consideration provisions on granting state aid.
